Emir of Keffi dies after brief illness
In a statement released by his brother, Abubakar Gada Mohammed, Dan Galadiman Keffi, it was disclosed that Yamusa II passed on around 3am after suffering from a brief illness. Mohammed described his death as shocking, disclosed that the final funeral rites and burial would take place after Juma’at prayer in Keffi. The monarch assumed the prestigious throne in 1978.

Earth Will Experience 15 Days Of Complete Darkness in November 2015
WASHINGTON, D.C. (NEWSWATCH33) – NASA
has confirmed that the Earth will experience 15
days of total darkness between November 15 and
November 29, 2015. The event, according to
NASA, hasn’t occurred in over 1 Million years.
Astronomers from NASA have indicated that the
world will remain in complete darkness starting
on Sunday, November 15, 2015 at 3 a.m. and will
end on Monday, November 30, 2015 at 4:15 p.m.
According to officials, the ” November Black Out”
event will be caused by another astronomical
event between Venus and Jupiter.
Charles Bolden, who was appointed to head of
NASA by President Obama, issued a 1000 page
document explaining the event to the White
House. According to the report, on October 26,
2015, Venus and Jupiter will engage in a close
parallelism, only being separated by 1 degree.
Venus will pass to the southwest of Jupiter,
causing Venus to shine 10 times brighter than
Jupiter. The light from Venus will heat up the
gases on Jupiter causing a reaction.
The gaseous reaction will release an
unprecedented amount of Hydrogen into Space.
The Hydrogen gas will make contact with Earth’s
sun at approximately 2:50 a.m. The amass
amount of Hydrogen making contact with the sun
will cause a massive explosion on the Sun’s
surface. The explosions will cause the Sun’s
surface temperature to increase to 9,000 degrees
Kelvin in an instant. The sun will then attempt to
cease the explosions by emitting heat from its
core.
The heat will cause the Sun to dim to a bluish
color. Once the sun reaches the bluish color, it
will take approximately 14 days to restore its
normal surface temperature, returning its normal
color to the Red Giant. While the sun is cooling
the surface, the light from the sun will be much
dimmer. Because it takes anywhere from 7 to 8
and a half minutes depending on the Earth’s
rotation for light from the sun to hit Earth, people
will not know the event has happened until 2:58
a.m. on November 15th. Some areas of the world
may experience brief moments of light for 7 to 8
minutes, but the Earth will then go back to
complete darkness until the Sun’s surface
temperature has been restored. Bolden held a
conference with the Obama Administration to
discuss further details of the “Black Out” event.
According to Bolden, “We do not expect any major
effects from the Black Out event. The only effect
this event will have on Earth is an increase of 6
to 8 degrees in temperature. The polar cap will
not be majorly affected by this. No one should
worry much. This event would be similar to what
Alaskans experience in the winter. ” Bolden further
added, “The only other effect it will have is
everyone will get to have a true Black Friday after
Thanksgiving.

imagine what will happen on Earth. Despite

Lagos Light Rail Project To Be Completed By Dec 2016
Lagos State Governor, Akinwunmi ambode,
said on Thursday that the state’s light rail
project would be completed by December
2016 and would commence operation
immediately.
This is coming about six years after the
Blue Line rail project was awarded to China
Civil Engineering Construction Company. It
is a 27-kilometre line stretching from
Okokomaiko to Marina.
The President, Council for the Regulation of
Engineering in Nigeria, Kashim Ali, also said
that the $874m Abuja-Kaduna rail project
was at 70 per cent completion and should
be ready by the first quarter of 2016. He
spoke in Lagos on the sidelines of an event
organised by the International Project
Finance Association in collaboration with
the KPMG.

determined to complete the light rail project
by the end of next year because it would
ease the traffic situation in the Lagos
metropolis and improve the living standard
of the people.
The Blue line was initially slated for
completion in 2011 but has suffered delays
due to funding problems.
According to the implementing agency, the
Lagos Metropolitan Area Transport
Authority, the first phase of the project
from Mile 2 to the National Theatre (a
distance of seven kilometres) has been
completed; while work is ongoing on the
second phase from Mile 2 to Marina.
LAMATA said it was part the Lagos Urban
rail Network covering seven major corridors
of high commuter traffic demand within and
beyond metropolitan Lagos, extending to
border areas with states such as Ogun and
Oyo.
But ambode, who told Reuters on Thursday
that “by December 2016, the light rail
should be delivered,” had earlier said a new
funding arrangement was being worked out
to speed up work on the project and get it
ready next year.
“This project is driven by commercial loans
and bonds leaning on the state’s Internally
Generated Revenue. That arrangement
cannot be sustained. We are negotiating a
better package that will deliver the project
by the end of 2016,” he said.
The governor also said a tender for the
expansion had been opened, and that the
rail network would connect the northern and
the southern parts of Lagos.
The Red line will be 30km long, running
between Marina and Agbado, and will use
the existing Nigeria Railway Corporation
corridor.
Other lines as proposed by LAMATA are
Green, Yellow, Purple, Brown and Orange.
Meanwhile, the state Commissioner for
Transport, Dr. Dayo Mobereola, has said
that the amount required to construct one
kilometre of railway line in Nigeria was
double that of other countries.
Mobereola, who was represented by the
Technical Adviser, LAMATA, Mr. Oladeinde
Frederick, said this was due to the wrong
costing of the project by international
investors who did not understand the
Nigerian environment.
While speaking at the IPFA West Africa
seminar themed, ‘Unlocking rapid
development of transport infrastructure in
Nigeria,’ in Lagos on Thursday, Mobereola
explained that other reasons for abandoned
infrastructural projects were delayed
approvals, changes in project managers and
lack of expertise.
For instance, he said Lagos has a different
soil texture from other regions, adding that
the cost of constructing one kilometre of
railway line in the state was $40m, and $
20m in other places.

Confusion in Customs as newly retired officers stay put
THERE are indications that the newly retired officers of the Nigeria Customs Service (NCS) are still in the service of the agency following the absence a board that should rectify and approve their retirement.
The same reason has also been given for the newly promoted officers, who cannot take over their offices as there is no board to rectify the promotions.
Sources at the agency told Vanguard that the retired officers still come to work but not in their uniform.
It was gathered that the officers cannot leave the system because in the Customs And Excise Management Act (CEMA), the Comptroller-General of Customs does have the powers to retire or promote certain level of officers without recourse to the board.
While the retirees cannot leave their offices, the newly promoted officers cannot take over.
Meanwhile, the service spokesman, Mr. Adewale Adeniyi, has denied the development, saying the new management of the Customs service has been inaugurated. He said at the inauguration, all the newly promoted officers were in attendance.
He said: “This cannot be true. The new management was inaugurated Wednesday with all the acting new Deputy Comptrollers-General of Customs, (DCGs) and Assistant Comptrollers-General (ACGs) zonal coordinators in attendance.”
Section 5 of the CEMA states that the board shall be subject to the control of the Minister of Finance in the exercise of powers and duties.
Other functions of the board includes the formulation of general policy guidelines for the service, administering the CEMA accordingly.
The board also has the power to promote, transfer and confirm appointments and dismiss persons and exercise other disciplinary action over person so appointed.
While the Minister of Finance chairs the board of the Customs service, other members of the board include the newly retired Deputy Comptrollers-General, a representative of the Ministry of Transport, representative of the Ministry of Commerce and Industry, Chairman of the Inland Revenue Service (IRS), Manufacturers Association of Nigeria (MAN) and Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA).
A source close to the service told Vanguard that the Comptroller-General of Customs can take certain decision and present them before the board when it is constituted.

RCCG Not Repairing Lagos-Ibadan Expressway – Ogun State govt
The Ogun State Government has said the Redeemed Christian Church of God is not responsible for the palliative work being done on the Lagos-Ibadan Expressway.
PUNCH Metro had reported that some workers employed by the church were seen filling some potholes on the road
However, the state government in a statement on Thursday by the Senior Special Assistant to the Governor on Media, Adejuwon Soyinka, stated that the state Ministry of Works and Infrastructure was already spending millions of naira in putting the road in a good condition for motorists.
He said, “The ongoing palliative work on the Lagos-Ibadan expressway is being handled by the Ogun State Ministry of Works and Infrastructure.
“Concerned about the plight of commuters on the ever busy Lagos-Ibadan expressway, the Ogun State Government, on Tuesday, embarked on palliative work on some bad portions of the expressway.
“Not minding the fact that it is a federal road, Governor Ibikunle Amosun, who was worried about the plight of commuters that spend hours in traffic gridlock on the road, directed the state Ministry of Works and Infrastructure to immediately fix the bad portions of the road and also construct drainages.
“In giving the directive, the governor was particularly concerned about the need to immediately bring relief to the road users especially as the Redeemed Christian Church of God and other churches on the ever busy road are also billed to hold events that will attract millions of worshippers this weekend.”
Soyinka quoted the state governor as saying that the efforts made at rehabilitating the road were to complement the work of the Federal Government.
Amosun was quoted to have said the state would not neglect federal highways in the state since all roads were being plied by Nigerians.
He said, “The intervention job on the ever busy expressway is an initiative of the Ogun State government to rescue millions of Nigerians who spend hours in the gridlock occasioned by some bad portions of the road.
“It is also on record that the Ogun State Government had carried out similar palliative measures on the Lagos-Abeokuta Expressway, Sagamu-Ogijo-Ikorodu road and other federal roads within the state because the state is strategically located in such a way that goods and passengers going to all other parts of the country have to pass through the Gateway state,” the statement added.
Boy who got missing at age 5 now found after 13years
The boy, Julian Hernandez, disappeared when he was five and is now 18, living with his father in Cleveland.
Bobby Hernandez, 53, was arrested and is being held at a jail in Ohio.
The FBI received a tip on 30 October that this teenager may be the long-missing child after problems he had applying for university.
Julian was having issues with his Social Security number as he applied to universities and approached a school counsellor for help.
The counsellor realised he was listed as a missing child by the National Center for Missing and Exploited Children.
The agency worked with Alabama police and the National Center for Missing and Exploited Children to confirm the boy's identity.

Bobby Hernandez is being held on bail at an Ohio jail
His mother has been notified of his recovery and was very happy to hear he had been found, but also slightly sceptical because there had been many false leads in the search for him throughout the years.
His father is also charged with tampering with records in Ohio so he could obtain a driver's licence in 2012.
He is being held at the Cuyahoga County Jail in Ohio with a $250,000 (£164,100) bail.
Authorities suspected around the time of the boy's disappearance that his father was possibly the culprit.
A missing persons database shows that Mr Hernandez said he was taking his son to pre-school in August 2002 but then fled.
It is not known if Julian knew he was missing. He lived alongside a woman and two other children in his father's house.
"He is 18, he is an adult, so it's kind of up to him now as to whether he wants to come back," said Lt Johnny Evans of the Vestavia Hills, Alabama police.

Russian President Vladimir Putin again is the most powerful person in the world, according to Forbes.
Topping off a list that also includes the likes of President Barack Obama, Federal Reserve Chair Janet Yellen and Pope Francis, Putin took home the No. 1 ranking for the third year in a row. Obama, meanwhile, fell one spot to No. 3, edged out by German Chancellor Angela Merkel, who climbed up three spots from last year's fifth-place ranking.
In order to create the list, Forbes editors evaluated individuals based on four factors.
Each potentially powerful person was considered based on the financial resources they control, their ability to exert power over large numbers of people, whether they have power in multiple spheres of life and their active use of the power they have.
After the editors made four separate rankings for those categories, Forbes pulled together an average to make composite scores.

President Buhari Declares Open 2 Day Retreats For Ministerial-Designates In Abuja Today
President Mohammadu Buhari is expected to declare open a two day retreat for the confirmed ministerial nominees later this morning.
The retreat which would run from today through Friday would hold at the presidential villa in Abuja.
Presidential spokesman, Mr. Femi Adesina confirmed the development to Vanguard late last night.
“The retreat would open to moor in the villa”, he said.
It is believed that the exercise would herald the inauguration of the ministers

Chelsea billionaire owner Abramovich reportedly rejects £35m bid from Monaco for Jose Mourinho
The Portuguese is under immense pressure having lost over 60% of games played this season and is a target for the French principality club, but Abramovich has reportedly rejected a mammoth bid for his coach's services and wants Mourinho to stay on for a while despite the poor run.
The Ligue 1 side, largely bankrolled by businessman Dmitry Rybolovlev, offered to buy out the remainder of Mourinho's contract. However, Blues owner Abramovich has offered him support and has told Monaco's middlemen he won't sell Mourinho for that price, although it is believed Mourinho could be got if the fee is doubled to £71m.
According to Sportsmail, Alessandro Proto, a Chelsea shareholder claims he met Roman Abramovich in London in a bid to prise away Chelsea's beleaguered manager.
The Russian billionaire rejected the £35m offer on a day his manager insisted he would remain in London until 2019.
It represents a strong show of faith from Abramovich, who had been urged to dispense of Mourinho after six League defeats with the champions lying 15th.
A statement was released by Proto's company, Proto Enterprises, to a Spanish news agency stating the meeting had taken place in London earlier in the day.
Proto Enterprises confirmed its authenticity to Sportsmail on Tuesday night and alleged Abramovich could be interested in accepting should they double the offer to £71m.

All the ministers will get portfolio-presidency
President Muhammadu Buhari will assign portfolios to all his 36 ministers, the Presidency told Daily Trust yesterday.
The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, stated this in a telephone interview with our correspondent yesterday.
The president had reportedly said Friday that not all the 36 nominees would be ministers as some of them would only sit in the cabinet in order to meet the constitutional provision which stipulates that each state of the federation must have a representative in the cabinet.
Buhari was reported to have disclosed this during an interview he granted the Nigerian Television Authority (NTA) and Channels Television shortly before he left New Delhi where he participated in the third summit of the India-Africa Forum.
But the presidential aide stated that all the 36 ministerial nominees that had been screened by the Senate would be assigned portfolios.
Shehu clarified that what President Buhari meant was that not all the ministers would have full control of the ministries.
He said the president would retain the structure in which there are substantive ministers and ministers of state.
According to the presidential aide, it is not possible to have a more ministries than the number of ministers.
Shehu said: “You know we have a structure of government in place in this country whereby there are substantive ministers and ministers of state.
“What the president meant (in the interview granted) was that not all the ministers in his cabinet will have the full control of the ministries. You know it is not possible to have the number of ministries more than the number of ministers. Even former President Goodluck Jonathan had 28 ministries and 42 ministers.
“So, what the president meant was that some of his cabinet members would be ministers of state.”
Asked whether this implies that all Buhari’s ministers will have portfolios, Shehu answered in the affirmative, saying: “Yes, that is what it means. But not all of them (the ministers) will have the full command of the ministries”.
Meanwhile, the president was reported to have disclosed in the interview that the country would be lucky if his administration is able to have half the number of the 42 ministers that operated under the last administration.
“There was no reduction of ministers to 36. What the constitution says, and we cannot work outside the constitution, is that there must be a cabinet representative from each state. Yes, there used to be 42 ministers, I think we will be lucky if we can have half of that now because we cannot afford it. Others may not be substantive ministers, but they will sit in the cabinet because that is what the constitution says and we cannot operate outside the constitution,” Buhari was reported to have said.
A source in the presidency told Daily Trust last week that the president may assign portfolios and swear in his ministers on Wednesday.
But the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, said the president could communicate when to inaugurate his cabinet.

How They Met
Annie first met 2face Idibia at Even Ezra Music
Studio when she was just fifteen and in her
words, “I think there was some electricity that
second”.
They were friends first but had started dating
officially by the time they shot the “African
Queen” video in 2004. That was when 2Face
announced that they were together during an
interview. Mehn, they don tey oh…
I remember my 16th birthday at Alpha Beach,
with me and my friends. When we were going
home, we all walked to the bus stop with him
and his cousin. Plantashun Boiz had just
recorded “Knock Me Off” at the time so he
wasn’t a star yet.
So we got into the bus, he sat in front with his
cousin so when we wanted to pay the
conductor, he said, “no, he done pay already” I
was feeling like a babe. “Hey! My boyfriend
paid everybody’s bus fare.” And that time, bus
was like N2.50k or N3 per person for about 14
people. But he told me recently that he didn’t
eat that night because he paid for everyone.”

Soon Annie’s entertainment career became a
lot more difficult as a result of being known as
’2Face’s girl’ and then they had their first
breakup, came back, broke up again…
She was hurt when word got out that, in quick
succession, 2Face had gotten two different
women pregnant – Pero Adeniyi and Sumbo
Ajala. At that point, the couple broke up.
When Pero and Sumbo yet again got pregnant
for 2Face once again, that was when 2Face and
Annie had their longest break-up which lasted
almost a year and a half. But as they say, love
will always find a way, they made up again and

Foremost Nigerian newspaper, The Nation, broke
the news. According to them, Tiwa Savage is
avoiding the paparazzi-focus on her new born
child. In the early hours of today, Tiwa perfectly
ducked the capturing lens of a photographer as
she attended the opening of Oriki products range.
The event took place on Victoria Island, Lagos.
Not satisfied, Tiwa, who clutched her new born
baby, scrolled through the photographer’s camera
to confirm he did not take pictures of her and her
baby. It took several minutes before the
photographer was left to go.

“From a friend……..Good morning
Please read this carefully, it may save you a few
hundred, or a few thousand, or may be a few
million bucks. It’s a personal experience, a true
event that happened this afternoon. I am Sunday
Adewole, I just fell victim of fraudsters a few
hours ago. I am an account holder with
StanbicIBTC bank, I am trying to put fund
together to pay for my daughter’s tuition fee in
CU in which case the institution already resumed
last week. Yesterday afternoon, I got a call from
somebody purportedly from StanbicIBTC who said
“Am I speaking with Dr. Adewole” (called out my
other names) to which I answered in the
affirmative. He said he called in respect of my
BVN which I was observed not to have done, I
replied that I already had it done with Skye bank
and he said the bank will send me a link so that
my account with Stanbic will be linked with the
BVN. True to our conversation, I receive a
message from StanbicIBTC in which an OTP was
sent to my phone. A few minutes later, he called
to ask if I got the the SMS, I told him yes but I
can’t do anything about it cos I was driving. He
said no problem I should call out the numbers
which I did and he thanked me for my
cooperation in a customer service manner. I heard
nothing since then till this afternoon at precisely
13:00 hrs when I received a SMS from
StanbicIBTC informing me of a debit transaction
which cleared my account to the lowest thousand,
i.e. I was left with a paltry N685 (six hundred and
eighty five naira). I called my account officer who
confirmed to me that I have fallen victim of
fraudsters and he checked up on my account and
saw that the recipient acct is in First Bank. My
puzzle is how did they get my account details?
How were they able to generate an OTP to my
phone. I am waiting to see what my bank would
do on it. In the mean time, please be aware of
what the 419 people can do. I’ll keep you posted
on any new development.”

Boko Haram Rocket Making Factory Photos Not Real,Military
Says terrorists are surrendering, starved of
funding

The Nigerian military has debunked pictures
of the rocket-making factory being
displayed by the Boko Haram terrorists as
fake, saying the intention is to deceive
members of the public on the insurgents’
potency.
Some photographs purported to be sites of
the insurgents’ bomb-making factories in
the North-east region allegedly released by
Boko Haram were displayed on some online
platforms last week.
However, a top military chief has dismissed
the pictures as a propaganda strategy of “a
desperate and defeated terrorist group”,
saying that the unveiled photos of its
rocket-making factory, was that of Bama in
Borno State, which has long been destroyed
by the military.
The source insisted that “what the Boko
Haram is displaying with the images
allegedly being their rocket-making factory
is deceptive. What you should ask is why
didn’t they put it on video as they would
normally do?
“Secondly, they do not currently possess the
capacity to do such a thing because they
are cash-starved and have lost their safe
havens. I can tell you that this is an old
picture of their Bama factory, which was
destroyed a long time ago. These photos
are just part of their political and
psychological warfare to pretend as if they
have the capacity to do those kinds of
things”, the source added.
The source also noted that Boko Haram
terrorists are currently cash-starved, lacked
the manpower and as well as territory to
manufacture such rockets.
Investigations also revealed that the
expected flow of cash, resources and
intelligence from the Islamic State in Iraq
and Syria (ISIS) has been truncated by the
recent developments in the Middle East.
“The point is that right now, Boko Haram
lacks such capacity to manufacture the
rockets in display because the ISIS they are
depending on for cash are under immense
pressure from the American and Russians
bombardment in Syria and Iraq. So funding
right now is difficult for them,” the source
said.
Also, THISDAY findings further revealed that
there is massive desertion by Boko Haram
fighters, who are currently testifying and
identifying key members of the sect.
According to intelligence sources, the recent
display of 100 key Boko Haram figures, was
helped by the information supplied by the
surrendering terrorists.
One of the reliable sources stated: “I can tell
you authoritatively that what you are seeing
in terms of Improvised Explosive Devices
(IEDs) and the causing of panic within the
Metropolitan areas is that the enemy are
being dislodged from Sambisa forest. The
terrorists are in distress, and running up and
down without a safe haven. They are
surrendering in droves and the number of
the surrendering we have been having
recently made it clear that the people they
conscripted have all along been looking for
a way of escape.
“You know that Federal Government recently
launched ‘Operation Safe Corridor’ upon
which a lot of the terrorists have
surrendered with more coming out to lay
down their arms and we are still profiling
them. The Committee that the President set
up with the Defence Intelligence Agency
(DIA) and the three state governors of
Adamawa, Borno and Yobe is working
towards this goal.
“The next phase now is that we are
engaged in psychological operations; a lot
of leaflets are being dropped from the sky
over the Sambisa forest, which is giving the
terrorists a lot of hope that if they
surrender, they won’t be victimised. So we
have given them ‘Safe Corridor’ to surrender
and warning those that have failed to do so
that if at the expiration of this Amnesty,
they will be arrested,” the source added.
Meanwhile, the Chief of Army Staff (CoAS),
Lt-Gen. Tukur Yusufu Buratai, in
continuation of his operational visits to
formations and units particularly those
within the Area of Responsibility of
Operation Lafiya Dole, yesterday visited
troops of 21 Brigade at Bama, Borno State.
In his address to the troops, Buratai
reminded them of their mandate and
deadline to clear the pockets of Boko
Haram terrorists within their area of
responsibility before the end of December
which he strongly believes is possible
looking at their high spirit.
He recalled that “the gallant troops librated
Bama from the criminal Boko Haram
terrorists on 16 March 2015”, and urged
them to always be alert.
The highlight of the visit was on the spot
promotion and decoration of two soldiers of
the Brigade by the COAS for their gallantry,
dedication and loyalty from the rank of
Lance Corporal to Corporal, an event that
further lifted the morale of not only the
beneficiaries but the whole Brigade. The
elevated soldiers include Corporal Thomas
Orim of 202 Battalion and Corporal
Abubakar Usman of 150 Task Force
Battalion.
Buratai also visited other locations of the
Brigade at Konduga, Awulari and Kwanar
Banki on the fringes of Sambisa Forest
where he met troops in high spirit and
enjoined them to continue to do their best
in order to defeat the Boko Haram
terrorists.
